Depends.
Sometimes you'll hear a few messages (not including test counts) over a 24 hour period to a dozen or more EAMs with several Skyking messages.
An increase in activity does point to an increase in worldwide events requiring such. Exercises also show increased activity (the heap of Foxtrot Foxtrot messages late last year were for an exercise going on, for example).
