The British government came to the negotiation table quick sharp after a few well placed bombs in financial centers like Canay Wharf and Livepool Street. Also Manchester city center. The british government was under real pressure from the banking and business to sort things out. Money mattered and not dead brits. On the other hand the IRA had enough will and arms to continue indefinitely and the brits knew this. The IRA always said their strategy was the long war and they were prepared to go on as long as necessary. To say they gave up is not really what happened.
