I agree with almost all your points except the "start WW3 part". Because WW3 could and might start at any minute with those fleets there. If they felt they were being attacked, they would fight back. There are sufficient webs of alliances there that just like WW1 people could get pulled into a fight. If things looked like they were escalating very rapidly, or one side had a clear unknown advantage, nukes might see some play. Maybe not full MAD yet, but they might be willing to push their luck. The will of the people is irrelevant in this war. It'd all happen too fast. It's entirely down to the will of the american military chain of command. Public opinion doens't matter when you're dealing with live hot combat situations, and would invariably encompass "keep us safe".
