Video editor here. That's a morph cut. It's a video transition that "seemlessly" links two separate clips of a person talking by analyzing the surrounding footage and generating a fluid motion between the end of the first clip and the start of the second. Sometimes the software just makes things fade into and out of existence like it did in that clip.
