If one looks at some recent bomb making history the IRA is the one that learned how to produce fairly effective bombs. The IRA spread this knowledge (pre-internet) and eventually this bomb knowledge got to the middle east, hence all the common suicide belts and what not. Having lots of war materials around doesn't help the area also.
Now keep in mind chemistry doesn't always do what it is supposed to do. Any one who has taken a chemistry lab knows this. I've never made a bomb. I know that you can't just follow instructions on the internet. You need to know your chemistry and you need to experiment and take time. Small quantities don't react the same as large.
Here is an interesting fact: a gallon of gasoline has more chemical energy than a stick of TNT. The TNT though is easy to convert to energy, while the gasoline is more difficult.
I think the guy probably took some community college chemistry courses, and read some ISIS/IRA bomb making guides. Seemed smart enough, but he still needed a place to test his bombs.
