You couldn't be considered Roman for most of Rome's history IIRC, it wasn't until the Jews bought off some Roman politicians with gold and passed the Immigration and Nationality Act of 65 BC that anyone could become a citizen of Rome.

If you are referring to the founders of the Roman Monarchy, Romulus Remus, the Tarquins and such, those living between Etruscans and Sabines, before expanding and getting famous then yes, they were most definitely white (if you consider Mediterraneans to be white).
However, Romans didn't really view race the way it is done now. During the Empire era, citizenship was granted to people not based on race but based on contributions to the benefit of the Empire. The guy in your picture, Caracalla, was one of them. This made possible for people of different races, black, brown, white, to be considered Roman citizens.
