The loophole as I understand it comes from the very fact that it's not Dolly cloning. You're not making a living animal, you're making a meat-like food. Essentially, as long as you're using stem cells to create ready-for-consumption proteins you circumvent any need for slaughter. If you assume that what makes meat halachically kosher in a strict sense is not the source animal as much as the slaughter process (since even kosher animals can be rendered unfit by improper slaughtering), then food you don't need to slaughter can't be categorized as meat.
If you can create a meat-like product that doesn't require slaughter, then there's an ipso facto level of Kosher akin to a soy or veggie based product that resembles meat. It's certainly not a perfect argument, and it applies specifically to lab grown meat and not any cloned animal, but the 'kosher pork' implications are hardly new enough to warrant such a headline.
