US steel industry is only capable of producing same style bulk steel that China makes (US is much more inefficient at it tho that's why tariffs), but not higher tech special steels that some of your manufacturers need to make their products and need to buy those from abroad from EU countries for example.
Either Trumf backpedals on tariffs or he'll cause those manufacturing jobs to move to EU as that's how those companies can stay globally competive.
