The 2,232 page Omnibus bill includes a specific clause barring funding for a wall on the southern border that mirrors the new prototypes already there.

The bill reads:
The amounts designated in subsection (a)(2) through (a)(4) shall only be available for operationally effective designs deployed as of the date of the Consolidated Appropriations Act, 2017, (Public Law 115–31), such as currently deployed steel bollard designs, that prioritize agent safety.

The clause allows Democrats to say that the bill does not fund Trump’s wall, and allows Republicans claiming that border security funding includes funding for a “wall system.” Speaker Paul Ryan’s office issued talking points praising the funding for “95 miles of border wall system.”

The funding will be primarily used for border fencing and “bollard” fencing.

Here is a list of what the omnibus bill plans to spend on the following border security projects:

$251,000,000 for approximately 14 miles of secondary fencing, all of which provides for cross- barrier visual situational awareness, on the southwest border in the San Diego Sector.
$445,000,000 for 25 miles of primary pedestrian levee fencing along the southwest border in the Rio Grande Valley Sector.
$196,000,000 for primary pedestrian fencing along the southwest border in the Rio Grande Valley Sector.
$445,000,000 for replacement of existing primary pedestrian fencing along the southwest border.

The bill also includes $196,000,000 for deployment of border security technology and $38,000,000 for border barrier planning and design.

The pre-election giveaway is buried on page 1760 of the 2232-page 2018 omnibus bill, where language allows the Department of Homeland Security to greatly expand the size of the H-2B visa-worker program up to roughly 100,000 imported workers:

SEC. 205. Notwithstanding the [66,000] numerical limitation set forth in section 214(g)(1)(B) of the Immigration and Nationality Act (8 U.S.C. 1184(g)(1)(B)), the Secretary of Homeland Security, after consultation with the Secretary of Labor, and upon the determination that the needs of American businesses cannot be satisfied in fiscal year 2018 with United States workers who are willing, qualified, and able to perform temporary nonagricultural labor, may increase the total number of aliens who may receive a visa under section 101(a)(15)(H)(ii)(b) of such Act (8 U.S.C. 1101(a)(15)(H)(ii)(b)) in such fiscal year above such limitation by not more than the highest number of H–2B nonimmigrants who participated in the H–2B returning worker program in any fiscal year in which returning workers were exempt from such numerical limitation.

However, while Trump pledged on the campaign trail to defund the abortion giant, and has proposed budgets that would have done so, White House Press Secretary Sarah Huckabee Sanders has confirmed he will sign the omnibus."

Rep. Warren Davidson (R-OH) charged that conservatives did not campaign for bailing out Obamacare and amnesty for illegal aliens.

Davidson said, “Are we going to change the status quo? We have to change the terms and conditions that we’re spending money on. Based on the rumors it goes the exact wrong way. No one campaigned on gun control, no one called for a lifeline for Obamacare.”

“No one campaigned for amnesty,” Davidson added.

Chairman Meadows then revealed that there are a number of House Republicans “outside of the freedom caucus that are becoming frustrated with the process.”

Meadows suggested that it will be “incumbent of a majority of [GOP] majority” to change the process.

The House Freedom Caucus Chairman then suggested that Congress should pass another CR “as we deal with the omni in a more deliberate fashion.”
