I don't read the LNs. Is Mikoto relevant or a threat in a fight? I feel like all the Magic-side guys are broken compared to Science with the exception of Accelerator.

She has a magical robot that brings her up a few tiers.

She is kinda relevant but pretty low on the power tree. Accel can handle himself but high level magicians make him look weak.

You've more of less hit the nail on the head and should really read the LNs. Even Accel looks like a bitch nigger compared to Magic Gods and Crowley.

She's building up to something character wise in the background, but it's not been focused on yet.

Not in her base form, but she hit ~Level 5.3 in the railgun manga and was warping into some kind of eldritch monstrosity. She also recently acquired a god-slaying mech but she can't actually use any of the god-slaying bits of it. Even with those, she's nowhere near top-tier and a lot of her recent character struggles have related to her inability to "stand on the same stage" as Touma.

They're much, much more broken than Accelerator at the very top end. Science isn't quite there yet in terms of powerlevels outside of the previously mentioned god-slaying mech and even that is partially magical. A lot of top-level fights in Index are more rock-paper-scissors than beam struggles anyway, which is why Touma can stay relevant despite not actually getting any kind of straightforward power-up.
