Paddock went to the hotel to sell guns, but the buyer never showed up. After he realized he had been scammed, he had 2 options: either shoot up the place, or attempt to get the 30 or so bags out of the hotel without raising suspicion.
It's obvious why he chose the former, there was absolutely no way he would get all those bags out without getting caught and thrown to jail.
