I think the military needed the money and fast. I think that there is something coming and we had to have the funding now and couldn't wait to fuck around on whether we needed to fund shit like the National Endowment for the Arts. I think they were so desperate for the money because of an imminent war with Iran or some other event that if they didn't get the money NOW, we would suffer some major loses. They just didn't have the time to negotiate any longer.
But this is just a theory. I could be wrong. He could have just signed it to get back to playing golf for all I know.
