Typically low fertility happens when a country industrializes and urbanizes. Low fertility doesn't just affect Europeans, but East Asians, Latin America, and even Middle Easterners increasingly. There are tons of articles and studies out there documenting fertility drops across the world. Some drops even more rapid than Europeans.
People weren't meant to live in metropolitan shitholes. However, I do think that the "lower'' or dumber the race of people, the higher their fertility is even as the nation transitions to an industrial economy, as a sort of survival strategy.
