For opening I would pick the Alice to Zouroku song. For complete opening with animation I'd go with dark cherry mystery but all of them are good.

I can't say which OP is best because most of them are just generic J-pop with the usual action filled animation.

But for ED I have to say Girls' Last Tour, the combination of the song and animation is perfect.
I also like Houseki no Kuni's ED but as pretty as the animation is the song doesn't fit all that well.

Well, picking the best out of the whole year is hard as fuck but if i had to pick from the different seasons then
Winter: Maidragon for Opening, Konosuba for Ending
Spring: Sakura Quest for both Opening and Ending
Summer: Symphogear for Opening but PriPri, Kakegurui, Apocrypha, Aho Girl, Owari3 and Made in Abyss all had really fucking great openings so it barely places first and PriPri for best Ending
Fall: Sangatsu no Lion for Opening and Shoujo Shuumatsu Ryouko for Ending, both Endings

If i have to pick though then OPOTY goes to Symphogear and EDOTY to the Potatoes
