If an enemy force comes to town, you need everyone to have a weapon so you can form together and fight back. Being that America formed out of a government of oppression it stands to reason that you're not going to require the state allow people to take up arms. US v. Cruikshank, 1875. The right to bear arms exists independent of the Bill of Rights and the Second Amendment only guarantees the government will not infringe upon it. In addition, there are similar clauses in many state constitutions from the same time period which very clearly state that it is a right regardless of militia membership or anything else, and there is plenty of writing in the Federalist Papers which makes it clear that militia membership was never intended to be a condition of the right. It also helps when you understand that militias at the time were just the civilian population who brought their own guns, no training necessary. In fact, one of the founders writes in Federalist Paper No. 29 that requiring training of civilian militias would be a great inconvenience to the people and thus should not be required.
