I think that Annie was supposed to be Eren's endgame originally but Isayama changed of mind at some point. But right now Historia is more like Ermyzhad than Annie and there is no point in Annie being Ermyzhad because she is gonna die too and there wouldn't be a story about "a person overcoming its losing".
