The matter then would be to organize a politically stable federate state, giving the population no will to rebel.

Through this process all of mainland Europe could be united, creating the strongest superpower the world has ever seen, getting the rest of the countries that have not been annexed in Europe to join through economical stranglehold.
This would only leave the Britain problem to be resolved
