SES is just a senior executive level government employee. There are various payscales for feds (for example, I am a GS-13). SES just refers to senior employees not on the GS payscale, who don't enjoy the same civil service rights as lower employees (can be fired at whim, etc), but are the ones who run agencies, sub-agencies, etc
