So why is Shueisha pushing Black Clover so much as the new flagship of the new generation when Hero Academia is actually the one selling a fuck lot?

In the Light Novel criteria, Classroom of the Elite is kinda impressive in the sense that, it only got a real big push at the last quarter of the year and jump a whole lot because of emergency reprints. What I'm actually more surprised is Akashic Records of the Bastard Magical Instructor. I didn't expect that shit to be popular at all.

My guess is that since BnHA is doing so well without any big pushes, they want to focus on another series and try to raise its popularity.

Yes. And also because the anime aired a while ago before all the stupid youtube reaction videos became a trend (they advertise new anime well honestly) in the West. Also because it wasn't picked up for English release, so people just don't know much about it.
I guarantee that if it received a proper anime without the shitty CGI and terrible direction (it was really obvious they wanted the anime to aim at kids with how they directed it) a ton of people would be raving about it.
