Russia unlike USA or China has many enemies on its door steps. So it makes sense they have a strong army and spent less focusing on developing infrastructure deeper into the heart since if they didn’t focus on the border cities and make them into fortresses then they’d lose more of the one thing that matters to any one. Natural resources and land.
