The Russian Government would have little motive to carry out the attack, and strong incentives not to. Enemies of the Russian government, on the other hand, would have clear motives to carry out the attack, and hardly any incentives not to.
All the more suspicious is the fact they're expecting us to simply take their word for it, rather than offer solid evidence, independent analysis, etc..
I wouldn't rule out the Russian State as a possible culprit, but given the above, I'm skeptical.
