I ballpark estimate that bussing, dead/non-citizen votes, double-voting, and plain old vote-tampering can result in average of +/-5% of the vote in a national election and due to resources being stretched thin when there are hundreds of races to tamper with, probably limited to "swing districts". A special election, due to being a one-off, can likely be +/-10% even in a "safe" red district. I also think "massaged" polls are intended more to justify/explain the otherwise suspicious results of electoral fraud than to demoralize.
So, that said, my prediction is democraps will be hard-pressed to both take the house and avoid losing Senate seats, even if nothing is done to counter voter fraud. Trump proposed sending the secret service to monitor elections last year, but has backed off that, however this indicates that he is aware of the problem and will likely have some plan in place by November. Another factor is the GOP rigging their own primaries, but there doesn't seem to be a whole lot that can be done about that
