Since many characteristics of our societies resemble the modes of organization found in insect colonies such as ant colonies or termite mounds, e.g. a high degree of specialization, a tendency to serve the group above any individual interests at all costs, and the entire subsumation of the activities of the individual organism to serve the collective whole, it stands to reason that a similar change would need to be made in humans in order to properly adapt them to civilized life in a way which would do away with the need for traditional modes of government. a hypothetical breed of human which was entirely adapted to civilized life would probably more closely resemble insects in behavior than anything which we would recognize as human.

Not that it matters, since neither you nor I am in control of this process, but in many ways I view the upcoming collapse of industrial civilization as a blessing in disguise. Population control would certainly extend the amount of time that this process takes, because it would enable society to reach much higher levels of per capita energy and resource consumption before it ran into problems, but the final outcome would be the same nonetheless. Once society runs into such limits, various subgroups will begin to compete with each other for larger shares of the limited resources, which leads to conflict, centralization, extreme wealth disparity, and eventually manifests in various forms of social dysfunction.
If you want me to speculate on aliens, I'd bet that even for intelligent organisms, the development of civilized societies is relatively rare. People underestimate the rarity of the conditions needed for the development of agriculture: for one thing, it required an exceptionally stable climate so that growing seasons could be reliably predicted. The climate of the earth over the past 10,000 years has been almost uncannily stable, if you look back through the climate records it is obvious that Earth typically has gone through much more violent swings in its climate than we are typically accustomed to.

I've been stating all along that the emergence of authoritarianism is a symptom of a deeper set of problems relating to the limits of growth that every society must eventually contend with. Also, a return to pre-agricultural methods of living is now impossible. All the land in the world has been partitioned off as private property, there is no longer a concept of a 'tribe' as an extended genetic family who you live with for your entire life, and the natural environment has been changed irrevocably since the advent of civilization, among other issues. Moreover, whenever civilizations come into contact with hunter-gatherer tribes, the civilization always wins out, because civilizations are capable of supporting a much larger quantity of people, among other things. I am not advocating for a return to hunter-gatherer life, as I know this to be impossible. My apologies, from one of your earlier posts I had assumed that you had a deeper understanding of physics than it appears you actually do.
In the context of general relativity, it is possible for an object moving at a significant fraction of the speed of light to subjectively experience a shorter travel duration from its own perspective, than the amount of time it appears to take from the perspective of a "stationary observer". So for example, it is perfectly permissible in physics to have a situation where travelers on a very fast interstellar spaceship experience only 5 years of travel, whereas to an observer on Earth the trip appears to have taken, say, 20 years. However, the number of years that the trip takes (from the perspective of an Earthling) will always be greater than the total distance in light-years which the ship traveled. So a ship that travels 500 light years to get here would, from our perspective, have had to start its journey no later than the year 1518. This does not take into account acceleration/deceleration, which would lengthen the trip time considerably as well.

The nuclear reactor would produce waste heat as well, and refrigeration is not 100% efficient (there's that pesky thermodynamics again!), so doing this would actually increase the total waste heat generated.
