Because Shinji Higuchi has repeatedly been involved in productions involving both giant monsters and a fascination with military while Okada has not. And, in most cases, anime writers don't have that much control over the story anyway. That's why Okada is credited as Director on SayoAsa, despite not doing the same job as a normal director does. She's got creative control over the film that she would never have in a normal production.
