But the Pain fight was insanely better in the anime. Kisha can't draw interesting and dynamic fights to save his life.

What's kinda disappointing is I really love how the fight looks/is animated, it's just incredibly unfitting, if that makes sense. Like, why adapt such a serious fight in a silly way. Such a weird choice

It's almost like images intended to be static are made to look good in their only form, while single freeze frames of moving images sometimes look goofy.

No it's not. The Kyubi part (the least interesting one) just gets a huge amount of filler in the anime, the rest is just the manga but more stiff and with QUALITY shit, only redeemed by the soundtrack.

Pain is one of the few great fights Kishimoto made, not because it looks dynamic (because he can't do that) but the moves and tactics are good.
