Takeuchi is the one with a huge Saber boner, not Nasu. But IIRC Nasu wanted FSN to be female-oriented, and had many ideas to include a female protagonist. Rin was supposed to be a protagonist along with Shirou, but Nasu found it'd be too convoluted to have two protagonists share the same story. Then it was all ditched to pander to otaku instead.
Also this Takeuchi had a huge fucking boner for blonde female characters with short hair, he even used to have his OC waifu that's essentially Saber with short hair.
