Heroes are more than people who "save others", they are people who act selflessly to improve the lives of others, expecting no compensation in return. They help others for the sake of helping others.

This doesn't mean you're not entitled to compensation; certainly, firefighters who became firefighters to help others could be considered heroes even if they get paid, but ultimately they're in the game to save others. Firefighters who became firefighters to "make money", on the other hand, are not heroes, even if their actions are the same as the former group. They're in it for the money.

Ochaco is not a hero. She's a good person who became a 'hero' to make money for herself and her family. But ultimately, if it ever came down to her having to choose between making money or sacrificing that to help another person, she will choose the money. That's not what a hero does.

Even before this, she showed no signs of being just a mercenary. She became a hero because she wanted to as a little girl, she just decided that if she was going to follow her dream of becoming one, she should work hard enough at it to make money for her family. It's implied that she always wanted to be a hero, and second guessed herself when she was old enough to become aware of her family's money situation. Her dad told her to follow her dreams and become a hero and not just for the money.
