Like, you have all these fluffy semi realistic fantasy characters and worlds and you could just do about anything with them, put em through some tough or bizarre situations and just let it chain react, have fun with it and do something cool withit then just capture it in the right angles and wrap it in bluray and sellem.

the overwhelming majority of anime is adaptations of either manga or light novels owned by publishing companies who sponsor anime in order to boost their sales
very few adaptations are invasive enough to take advantage of the medium's language ie. it's fucking moving pictures on the screen not static manga panels or badly written prose
nobody cares to revolutionise the industry because it's relatively stable and profitable, mainly at the expense of the animators themselves

Making an anime is expensive, and no studio or publisher wants to put their time and money into something that doesn't have a dedicated/niche fanbase behind it already.
That's why a ton of anime are nothing but LN adaptations of shitty isekai and harem fantasies. Those usually already have fans, even if they are niche and the anime is usually built from the ground up to be nothing more than an advertisement for the source material to draw in more.
There are tons, TONS of people out there with ideas for stories but original stories are a pain in the ASS to get made in the anime industry for the reasons detailed above. That's why.
