This is the first chapter of an obscure mahou shoujo manga from 1995 called Nurse Angel Ririka SOS. The series was also made into a 35-episode anime that aired in the same year, but there are significant differences between the two versions.
Subbed versions of the anime have been available online for a long time, but this is the first time that the manga has ever been available in English. Only the first chapter is finished so far, but hopefully all four volumes will be translated in the future.
