No. If I recall correctly SS4 is Vegito tier. In BoG Goku mentions that not even fusing into Vegito would do something against Beerus.

This, I believe they mentioned something about how Blue is more 'calm' and stable.
It's how Goku is able to use Kaio-ken x20 without killing himself, which he couldn't do as SSJ2.
SSJ4 is an entirely different transformation, meaning if SSJ4 were canon, Goku would retain SSJ4's form and have God ki = Blue SSJ4.
