What exactly makes a good character design?

I say something realistic enough to be familiar and inviting but stylistic enough to be unique and recognizable.

They should tell you something about the character and by extension the world they live in

It must be simple.

Something that makes sense for the character yet at the same time is visually appealing.

An interesting color scheme without too many colors and not being overdesigned (has too many accessories tacked on).

1. Must be distinctive and unique
2. Must be easily identifiable from its basic elements
3. Must not be cluttered or make use of useless aspects

A good test is to ask yourself if it can be cosplayed and how hard would it be to pull off. If the design is impossible or very difficult to reproduce in real life then it's bad.

Communicates all you need to know about the character in an aesthetically pleasing manner and nothing else.
