In the first Goku vs Black fight, Goku didn't use SSB which probably could have ended the arc right there. Funny enough in this arc Goku was been spamming SSB for pretty much everything even against Kuririn and 17.
Goku was siting on Kaioken for most of the arc.
When characters got hit by what should have been a serious blow they didn't even appear to be hurt at all like pic related, Mai surviving many encounters with Black.
The villain kept getting thwarted by regular humans using tear gas and flash grenades.
Black was on Earth for atleast a year and couldn't do something Super Buu did in a couple seconds.
The main characters are able to escape from the incompetent villains plenty times.
Trunks holds off Black and Zamasu so Goku and Vegeta can escape, next time we see Trunks he escaped somehow off screen.

Goku is a God of Destruction candidate so him using Hakai is fine, while training with Beerus and Whis he had many opportunities to see it and he has always had a exceptional ability to take on people's move, also it's never stated Hakai is limited only to GoD that's a headcanon people are trying to push.
Future Trunks has never even seen the Genki Dama yet he somehow unknowingly creates and he does without the consent of the Earthling something was needed for the regular Genki Dama, somehow Ki of a nearly wiped out Earth is able to defeat a being that tanked a Final Kamehameha from SSB Vegetto.
Remender that SSG Goku is Universe tier while holding back.

The Black arc had about the same number of pages as the Saiyan arc in DBZ. If you read it all at once the pacing is about the same as DBZ's. (Though this only applies after the U6 tournament arc, where the pacing was genuinely terrible.)

The move isn't all that broken. For one, there's no indication in the manga so far that it destroys the soul as well. There's also the statement that it wouldn't have actually worked on Zamasu, so it was effectively just hype factor. It's also a move that drains Goku of all his energy, requires him to get close to his opponent, and the opponent can still move during the technique. It's Goku's last resort essentially, and not even one he'd likely use against most foes, and only took a chance due to Zamasu being immortal. Secondly, Future Trunks making a Spirit Bomb while Super Saiyan Rage contradicts with statements about the Spirit Bomb stated in the next arc even. Hakai makes at least some sense due to Goku having trained with Beerus and Whis for several years at this point.

Black was handled better in the anime, but Fused Zamasu was handled FAR better in the manga. For one, he was already getting his ass kicked by Goku using Kaioken in the anime. The purple goo monster he turns into after was a terrible idea, and looked bad too. Also, Fused Zamasu didn't give a fuck about defending against Vegeta's attack at that point, since there were two of him and he's immortal. This doesn't contradict his power, as characters let their guards down all the time and get hurt by weaker attacks. Think Goku and the rock Krillin threw, or the ray gun. There's also more tension in the characters trying to escape a Fused Zamasu army and finding out he has a time machine they can follow him in than just straight up turning into the universe for no reason.

I mean, I was reading through the DBZ manga 2 months ago. The pacing is pretty much exactly the same. It goes by fast. I don't know what else Toyotaro could've really put in to fill the space you seem to be seeking without being needlessly divergent to the plot.

Goku's going to end up being stronger than the Gods of Destruction anyways though. The whole point of Ultra Instinct is that Goku is learning something not even Beerus has mastered, but allowed him to fight the other GoDs gunning for him all at once somewhat evenly. At that point does it really matter if he has a move like Hakai in his arsenal? Chances are any enemy on his level after this point will know Hakai too.
And if you give the games enough time they'll start taking shit from the manga too. They'll use any reference for SSG Vegeta once they finally toss him that form.

That's a hard question. Some people prefer the Manga and some others the Anime. I like the Manga because it has actual choreography, consistency, better writing(By DB standards), nice art and because Goku, Vegeta and the others feel like their actual characters. But if i had to choose between the two I would choose the Anime mainly because i can see the show on my TV and get nostalgia. Also, seeing moving images and music gives it a different feeling than the Manga. That's why i think in the end of the day Anime will always be better and more popular than Manga. That said, if I were to find a Super Manga and DVD on a store at the same price i would definitely buy the Manga.
