I never bothered all that much with Sakura, but what point in time is the anime covering?

It's a direct continuation of the anime (ignoring the second movie for some reason, would have been better if they just used the manga's ending) but with everything moved forward in time. So instead of taking place in the early 00s it's taking place in modern day even though there's no large time skip.

It never really strays from the idea from the basic premise of her fixing problems, and using her powers and such? Does it get any downhill points or drama that could make it annoying to check out on the older series and catch up to this?

Honestly just merge the anime and manga. The biggest difference is the number of cards (which they already retconned so that's done) and Mei Ling, who you don't even have to bring in and can just reference and forget with a single line.

Investing in CCS is never a mistake user, go try it.

The amount of cards isn't retconned in the manga. They're keeping the two separate just like they were originally. They just have to find a way to shoehorn in Meiling again.

Plot wise Meilin has no actual reason to come back from Hong Kong, unless she wants to come visit them randomly, it would be quite easy to include her if they want.

CCS does share the same timeline as XXXHolic but a bit in the future, at the start of the manga Yuuko has a copy of Sakura's magical staff from s1 in her shop and says the owner (Sakura) is a cute girl living with her boyfriend (Syaoran).

I love that, I once would have absolutely hated that they gave Sakura a smartphone, but after reading Nozaki-kun I absolutely love it.

CCS Sakura also shows up for like 3 pages in a flashback near the end. Though she has the original staff rather than any of the new ones.

I wouldn't worry about it at the moment. CCS is self contained but later on Clamp released Tsubasa Reservoir Chronicle that did a bunch of time travel and alternate universe stuff. Just don't worry about it unless you want to look at it after watching/reading CCS.
