Well, for starters, there actually are. For seconders, because most anime takes place in Japan, so of course the majority of characters are going to be Asian.

There are. They just don't play any major roles, because why would they? Japan is a completely homogenous country. Also like most Asian courtesy, Japan finds black people to be ugly. There's an overrepresentation of black people in western media, so stop crying.
