Maybe in his mind take her as a hostage as a means of getting Iri back, but would be surprised to see Sakura willingly coming with him. He could've easily done it. Zouken was with Kirei when Kiritsugu was kicking the shit out of Byakuya.

Basically he simply didn't focus on that and his method of saving is simply to kill the ones doing things he didn't like because he don't know any other way of saving people.

You guys are missing one important thing. Kiritsugu has Illya and loves his daughter dearly. If Kerry found out about what Zouken and Byakuya were doing to Illya, then as a father he would be furious and brutally murder Byakuya and get Sakura out of there. Kerry would never kill a child, especially a little girl. And before any of you guys post that gif of Kerry shooting Illya to shitpost, that was an illusion from Angry Manjew that Kiritsugu was resisting, so don't even think about posting that shit as a retort.

I believe the nerve/worm merge was before not only to blackmail Kariya but also to make her a suitable host (I think he had some plan of her having kids with Shinji so the kids would inherit her circuits for future attempts on future grail wars which is why he called her disposable or something like that)
