Show is dragged down badly by the designs. You got all this fancy Shaft design contrasting with shit like Nero (would be fine if it was a classic Fate design at least but it fucking isn't and would clash with the original VN too).

He just didn't have as much plot armor as the MC. Even for the MCs that had a stronger Servant and base character of not being pathetic from the summoning ceremony MC would've been dead many times over without the help of others. Namely Rin and Rani. Maybe Twice was just as powerful a scrub as MC but Twice just didn't have stupidly powerful chicks who wanted to help him for some reason in any of his runs.

He's rather more nuanced about it. Buddha is a man who wants to free people from obsession, but he could see from whatever realm beyond that he dwells in that Twice was so obsessed that despite the blatant impossibility of winning with Tamamo as he was, he was NEVER going to drop this obsession.
Twice is a dark reflection of Shirou, bearing an ideal that is the very thing Shirou hates most and striving to bequeath his ideals upon everyone else with an invincible will. Sort of a Shirou gone wrong who'd stop at nothing to see the world consumed in his ideal.
In an abstract sense, Buddha was fascinated with this guy failing at jumping the bar just like Rin and Sakura. He pondered just how this completely backwards soul could possibly be saved, and wanted to see with his own eyes.
