1 is better as a game and plays more like beat'em up than a Musou, kinda meh main story mode that glances over a lot of stuff and just focuses only on the biggest things, amazing additional what-if story mode in form of Dream Mode where you even get such masterpieces as Jagi and Amiba teaming up together roaming the wasteland as Kenshiro and Toki to ruin their reputation and shenanigans ensue.
Ken's Rage 2 DRASTICALLY gimped graphics and gameplay complexity (characters had literally half of their movesets straight up removed as well as Jumping and all Jump/Air associated combos and moves were cut too), there is no What-if mode either, but it makes up for those downgrades with the most comprehensive main story adaptation of HnK in vidya history.
Like, it covers literally everything except for the Ryu arcs near the end of the manga. It just skips straight to Bolge arc after Kaioh.
As such both games are worth playing for different reasons.

And to clarify one last thing about the 2nd game, unlike the first, it plays like the most generic musou imaginable where literally every character plays basically the same with same inputs and just different animations and you murder thugs by the hundreds at minimum vs dozens at most in the first game.
1 - Beat'em up with some Musou elements, Meh Story Mode, Amazing What If Story Mode
2 - Straight up generic Musou, Amazing and comprehensive Main Story Mode, No What If Story mode, instead you have a Prequel Story Mode where you get to play through some flashbacks from the series
Also great, but it's obviously a fighting game. To me it was the PS2 equivalent of what the current Dragon Ball FighterZ game is.

It has the entire original anime cast which is also the last time Akira Kamiya played Kenshiro and was Rei's voice actor's last role in general before he died, comprehensively covers everything up to Raoh's death, is fully voiced and is a well made beat'em up with probably best graphics on a PS1 game.
