Pokemon developed a foothold for anime in the west way more than DBZ did, although they both can be attributed to it.

DBZ was a gateway drug. People didn't even seem to think of Pokémon as anime.

Pokemon and Yugioh were kids shows with supplementary bullshit.
DBZ was pretty much the transition, it's what you watched when you were a young teen leaving you vulnerable remaining a weeb well into adulthood and thinking anime is for more then just kids.
Then you move onto slightly deeper starter shit like Naruto Cowboy Bebop and FLCL, then you just keep going deeper.

It hardly has a foothold in (north) America anymore so what does it matter?

Pokemon felt more like a video game, and less like an anime. In the early 2000's, DBZ games started popping out on the Gamecube. Until then DBZ was a stand alone anime.

Don't know what its like for other countries but it would have been extremely fringe in the 90's

Only if you are murican, here in Europe people watched old Miyazaki shows since the 80's, but they were not seen as anime, they were just cartoons.
