Preferring/Valuing virginity has been a thing across pretty much any culture all around the world, far longer than Anime has been around and it was a thing far before Haruhi existed (where that tangent comes from I don't even know). It was a thing in the West too until literally about 2-3 generations back where we now have the exact opposite, the idea of valuing sluts instead with lazy responses like "I'd rather the girl knows what she's doing" (Yeah? Why not fucking learn with her? Like how a relationship is meant to be? Two people doing things together?) By the exact same logic a guy should have a tonne of girlfriends because then he'll know what he's doing and be able to pleasure her better, but nope, it only ever goes one way, you guys get pissy if a guy has any experience either because then it's just pandering or whatever.

The important and key thing about the "purity" culture (which isn't just otaku anyway) is that it's equal. In almost every series, mainstream or not, you can expect the guy to be a virgin. Even in cases where it makes zero sense, like Onizuka (or hell, Sun Ken Rock IIRC?). The whole fantasy is about two people sharing an innocent, pure/true love. That's the hook. And there's nothing wrong with a fantasy like that, it's idealised, but so is almost all emotion/love/romance/fights on screen.

The bigger part is probably that JP shows tend to include younger characters than the west. The cast is generally going to be mostly 14-18ish, so them all being virgins is normal or understandable. Western shows often skew higher than that, so it's less of a thing.

This may be oversimplifying things, but I think a lot of it has less to do with any particular group of consumers and more to do with the fact that the economy has been stagnating in Japan for quite some time (at least as far as I'm aware, considering the world economy at large has been pretty poor). When less people are willing to take risks and the cost of starting a business (which animation studios are) is incredibly high, you naturally end up with a smaller number of niches satisfied. I see this as being a similar problem to what's happened in Hollywood over in the west: Everything is a generic, lowest-common-denominator blockbuster because the inflated costs of making a movie mean that you need to appeal to everyone to make a profit. It's just that some Japanese studios take up a different strategy, which is to charge a shitton for products aimed at a very specific demographic that'll pay for it no matter what. Those that don't make generic shounenshit.

One question I have for both industries is why they don't make low budget projects. The profits would be smaller, but at least they'd be guaranteed. It would also be less disastrous for the studio if a project bombed.

On top of this, there are talented directors and writers in both industries who could be forced to get creative within budget limitations. Many of the most celebrated films/anime of all time had to work within budgetary or technical constraints.

The investors are the risk-averse ones. Probably because taking risks on anime doesn't often pay off very well.

Anime is low budget by default. And studios still need outside investment to make it.
