I would lean towards outright evil in that he didn't have to go full on genocide to stop a small group of the Uchiha that worked with his father. With all the time he spent in the group it would have been easy for him to know who was in the know of revolting. The women and children for the most part seemed to be out of the loop and it only went as deep as the Uchiha police force.
