Nope, that was the lowest point in the series for me.
Before that it's just beautiful, and after it's all MADMAN Rei, but that arc is just so... cliche, I just couldn't bring myself to give a shit (even though I love Hina).
I mean, as real of a problem as it is, it is so overused, and there was pretty much no spin to make it anything besides "the bullying arc".
Then, this one guy comes out of fucking nowhere and everyone's problems are solved just like that.
If that was meant to hammer home the fact that no matter what Rei did, he probably wouldn't be the hero of that story, then I feel like there was a million ways they could've done it better, if it was just to wrap a bad arc that was already taking too long I can get behind, but it did made the arc even worse.
Still, one of my favorite moments of the series is when Rei goes to Kyoto and the aftermath of that, so it's not like it was unsalvageable.

why is it that we only get scanlations.when the volume releases? Does the series just happen to run in a magazine that nobody scans regularly?

Up to 18 so far and I fucking adore Bystander

It's kind of sparse on subtlety and original shots, but the roughly scrawled sequence in the middle is both gorgeous and exciting, and overall the OP conveys the "emotional geography" of the series really well. By that I mean you get a sense of where and how the characters exist in the world relative to one another, as well the moods associated with them.

In addition the song is very catchy.

I wanted to watch Sangatsu tonight.
