It did do that, but the Italian anime dubs on Neflix have been fantastic. Kuromukuro, for example, has a great Italian dub, while literally every other dub except the Japanese is terrible.

It may still be decent and above average but it doesn't compare to how it was before. Take the Eva dub, they put a great deal of autism into it to make it good. These days we get some stupid stuff like the Lupin part 4 opening, which got people mad enough to get a petition to change it.
