You don't understand convergence. The metal upa was going to find its way into Nakabachi's hands no matter what. Even if she never touched the machine, he'd do it on a whim and get it himself or something. If someone else got it, they'd lose it to his possession too. Convergence doesn't allow for missteps like that.
This is why it doesn't matter if Okabe manages to stop the raid on the lab, or if he and Mayuri are halfway to another continent at the appointed time. Convergence doesn't matter how many strings it has to pull. It's not invincible, but you need to accomplish incredible things that alter the future of the world, and who is playing a little gachapon game for a metal toy is not one of those things.
There is no feasible reason to blame Mayuri for this, it's the world itself.
p.s. you shouldn't blame Moeka for killing Mayuri either
