They can ban the possession of something and then you have to dispose of it in the transition period, the only thing you're safe from is them deciding something is now illegal and then immediately starting to punish everyone who did it in the past. If possession is banned, and you are in possession after the law has gone into effect, then the crime is committed there and then, and it won't be retroactive punishment. It's only retroactive if you got rid of it all before the law went into effect, and you still get punished for having possessed it before it became illegal.
