Pretty much. And if you ask me, his character development made much more sense than Piccolo's. Piccolo just turned from "hurr I'm the Demon King, I'll kill everyone" to "let's protect Earth and its people" in, like, a few months, without any explanation other than "Gohan is cute." Vegeta had to go through a series of hardships and failures until he became a good person. It's much more realistic.

He, the rightful king of the U7 saiyajins, would be worshipped like unto a fucking living god and his word would be seen as divine law. To break it would be seen as sin and punishable by death. The best part? Unlike the U6 saiyajins they aren't all multiple dozen million super saiyajins in the making. The average saiyajin has a powerlevel of a few hundred and don't have enough S cells to do dick. Radditz is the most powerful non genetic-elite on Vegeta. Nappa was considered a genetic elite noble just below King Vegeta and was entrusted with Vegeta's protection and training. Fucking Prince Vegeta was until Goku stepped foot on Planet Namek in the Saiyajin saga THE MOST POWERFUL PURE BLOODED SAIYAJIN TO EVER EXIST FOR THOUSANDS OF YEARS!! And he didn't even have a powerlevel of a hundred thousand yet.
That means that not only would Vegeta been able to tame the saiyajins but they wouldn't have been a threat anyway. Goku is a fucking mutant idiot savant who was born on a peaceful as fuck world filled with beings who had amazing innate ki skills. And Vegeta needed years of living on that world and training himself brutally along with the senzu beans and gravity chamber to equal goku.
The average high tier saiyajin who isn't a genetic elite would be WEAKER then Radditz. The average low level saiyajin would at best have a powerlevel of 3-5 hundred.
