How do I get started? Look at existing cards for inspiration. The most common mistake is having too much text/effects or not using the proper MTG grammar. I recommend searching up effects in scryfall and copy pasting them/changing a few values.

Depends on the effect that applies them Suspended cards have time counters because they're removed from play and come into play as the counters are removed, one per upkeep Vanishing cards die via sacrifice as the counters are removed.
desu as a +1 it should be something you can use to suspend Okabe as walkers need a way to defend themselves, also since he never actually killed anyone

Nothing, by themselves. Vanishing is what matters. Vanishing reads >This permanent enters the battlefield with N time counters on it. At the beginning of your upkeep, remove a time counter from it. When the last is removed, sacrifice it. Since the card gains vanishing, if you don't add the time counters, it'll disappear next turn. Making the +1 just retardedly good removal. This way, it takes two turns for it to disappear. Which is much worse.
True, but phasing and flicker suck with PWs, since it resets their counters. A way to protect itself is fine, but those are rare in Mono U aside from unsummon effects. This +1 is really good removal, just have to wait a turn to get it. Leaves it vulnerable to 4 power creatures on turn 3, but hey, worst case scenario it's mono U destruction suspended for 3. That's not half bad.

If she swan songs, then she should sacrifice. As it stands this is repeatable shatterstorm. That's a little too good.

You have to have her live for 1 turn just to do the shatterstorm effect, and it's only repeatable once every 2 turns. No deck is scared of slow hate like this, affinity just blasts it.

She's brought back by something else. So represent that in a different spell. Otherwise it's too overloaded. Repeatable destruction is generally too much on such a wide scale.

This doesn't work. Cascade triggers on cast, so when you pay 6 life the opportunity for cascade to trigger has already passed. You could probably use Kicker instead.
