The problem with those 12-13 episode seasons is that they are made only to test the waters. If it fails to make enough money, then they only have to complete those 12 episodes and then stop making it. Also, 12 episodes is way too little time for any meaningful character development and plot. There are a few shows that pull it off, but the rest dont.
