There are several reasons they didn't want to bring Cell back. Its dumb
Cell isn't as popular as Freiza in terms of fan service. Freiza is the tippy top of popular villains from DBZ, so they have to bring him back for that reason (gatta sell toys). Cell, like Buu, would have been way too hacky. He could't be injured in the sense he could regenerate any true damage done to him, or simply detonate himself and rebuild in the event he needed a fresh start (which would Zenkai him, thus making himself stronger in the process). About to get ringed out? Self destruct and reform above the stage because its certain one of your cells would be thrown into the center of the ring. Jiren punch you? Just rebuild the damage. Running out of people in the ring to support you? Make more people. It would have made more sense canonically as well sense Cell just really wanted to win a tournament. Not only that, Cell sort of liked Goku sense they shared their fight boners for each other and just wanted to face strong people. Cell would WANT to fight in the ToP just to show all of existence how strong he is. I wish they brought Perfecion so bad...
