Back when Lucky Star was created, anime was a hobby like pretty much any other. You had to go outside and meet people to enjoy it fully. Cons hadn't gone all to shit, and you could enjoy being around people with shared interests.
Nowadays it's a bit isolated compared to even ten years ago. Then again, most things are.

Yes, they were. It was nice to interact with people in person who had mutual interests. It was a good way to watch series I'd never have seen or known about otherwise. It saved me a bunch of time getting tapes or discs rather than waiting for the mail or downloading on a sluggish connection. Dealers rooms had stuff I'd never have seen otherwise.
Very little of that is relevant today, of course.

The weird part is there is a decent number of "good" anime watchers in the West, but they are nowhere near those shitholes, which makes it difficult to find them.

This. Among many other things, there were a few factors that made it fairly different within when it was shown:
>It had been some time since a parody anime had been shown or would be shown
>It served in great reference to a lot of other series, making 4th wall jabbing jokes before it became too common place
>Slice of life and moe, overly cutesy anime hadn't begun to flood the market
>The art style was simplistic enough that it cost the studio comparably less funds to produce, especially using seiyuus over again
>It was light hearted and simple enough with little to no plot so that it could be followed easily
