that last part with Pipimi entering the scene was unnecessary. And it would have been better if Popuko got changed into an old man or something equally unexpected. Just having a wilder costume isn't funny at all.

Pipimi enters the scene and she's changed into some ridiculous costume as well, but they just stare at each other with no dialogue

Well, as others have said, the transformation is a bit too long without sound (I think it's okay when it's there). I think it would be better if there were some additional effects on Popuko herself while transforming, but that's a bit of a nitpick.
When Popuko and Pipimi talk, the text should come up faster, if that makes any sense. I think it would also be better if Popuko and Pipimi had different sounds when they talk.
Everything else is good, IMO.
